Commercial and Office Cleaning Contracts in Dammam: A Buyer’s Guide

To buy commercial or office cleaning in Dammam, decide five things before you ask for quotes: which areas and tasks are included, how often they are cleaned, at what hours, who supplies the consumables, and how the work will be checked. Then ask every bidder to price that same written scope after visiting your site. Most price differences between quotes come from differences in scope, hours or staffing, not from the cleaning itself.

This guide is for office managers, facility managers and procurement teams buying a cleaning contract for an office, shop, mall unit, warehouse or other commercial site in Dammam.

Define the scope in writing

A good scope lists areas and tasks, not just “daily cleaning”. Walk the site and note each area type, then agree what is done in each and how often.

AreaTypical points to write down
WorkspacesDesk and shared-surface cleaning, bins, floors (hard and soft), high-touch points.
WashroomsCleaning frequency, and who supplies soap, paper and other consumables.
Kitchens and pantriesSurfaces, appliances outside, floors, waste removal.
Entrances and corridorsFloor care, glass doors and partitions, matting.
Windows and glassInside only or also outside, how often, and who provides access equipment.
Periodic workCarpets, upholstery and deep cleaning, with the frequency you want.

Crystal Facilities Management’s Dammam commercial cleaning page says it cleans offices, malls, industrial sites, retail centres, warehouses and large complexes, and lists floor care, carpet and upholstery cleaning, window cleaning and healthcare facility cleaning among its services. Its Dammam office cleaning page covers custom cleaning plans for offices. Use lists like these to check that a bidder’s offer matches your site.

Choose the frequency and the hours

  • Daily or several times a week: for offices, shops and shared areas where visitors and staff see the result every day.
  • Weekly or less often: for low-traffic areas and storage space.
  • One-off or periodic deep clean: for a first clean to reset a site, or for carpets, upholstery and hard-to-reach areas.

Cleaning can be scheduled around your working hours. Crystal’s page says flexible scheduling includes after-hours and 24/7 service. Ask every bidder the same question: which hours can you actually staff at my site, and at what price? Night work, Friday work and Ramadan working are the kinds of hours that commonly change a price, so ask how each is charged.

Know what drives the price

You do not need a rate card to compare quotes, but you do need to know what each price rests on. The main drivers are:

  • the type of premises (an office, a shop and a warehouse are cleaned differently);
  • the floor area to be cleaned, in square metres;
  • how often the site is cleaned;
  • the hours, including night, Friday and Ramadan working;
  • whether washroom supplies are included;
  • how heavily soiled the site is, which matters for a one-off deep clean;
  • access, location and timescale.

Crystal publishes an estimated price calculator on its Dammam commercial cleaning page and its Dammam office cleaning page. It shows an estimated range in Saudi riyals, excluding VAT. It is an estimate only: the final price is confirmed after a site survey, larger or unusual sites are quoted individually, and minimum charges may apply. Treat any estimate the same way, from any supplier.

Check the contractor’s compliance

Ask for evidence in writing, and verify it where you can.

  • Commercial licence: the Ministry of Municipalities and Housing offers a free Balady service to inquire about a commercial activity licence without visiting the authority.
  • Wage payment: under the Wage Protection Program, wages are transferred electronically through banks and paid on the scheduled dates. Ask how the contractor pays its cleaners, and ask for written confirmation that it follows the programme.
  • VAT: the VAT rate is 15%, in force since 1 July 2020. Check that every quote says whether VAT is included or excluded.
  • Outdoor work: for outdoor tasks such as exterior glass or entrances, plan around the midday work ban. In 2026 it ran from 15 June to 15 September, from 12:00 to 15:00, according to the Ministry of Human Resources and Social Development. Check the dates each year.

Ask how the work will be supervised and checked

  • Who supervises our site, and how often are they there?
  • Will we have the same cleaners each week, and who covers absences?
  • How are tasks recorded, and can we see the record?
  • How do we report a missed task, and how fast is it put right?

Agree a simple inspection checklist at the start. BS EN 13549 is a standard on quality measuring systems for cleaning services, and it is a useful starting point for building your own checklist. Crystal’s Dammam commercial page says it keeps quality control measures in place and begins with a site survey, then a written plan and quote. Ask any bidder to show you how that works in practice.

Compare quotes like for like

CheckQuestion to ask
ScopeDoes the quote list the same areas, tasks and frequencies as your written scope?
HoursWhich hours are covered, and which are charged extra?
SuppliesAre washroom supplies, chemicals and equipment included?
StaffingHow many people, for how many hours, on which days?
VATIs VAT included or excluded?
TermWhat are the contract length, notice period and handover terms?

A price well below the others is worth a question, not a celebration: ask what has been left out.

Contract points to agree

  • The written scope, hours and frequency as an attachment to the contract.
  • What happens when a task is missed: the remedy and the time to put it right.
  • Whether any of the work is subcontracted, and to whom.
  • Staff continuity and how absences are covered.
  • Insurance: ask what cover the contractor holds and request evidence.
  • Term, notice, price review and what happens at the end of the contract.

Have your legal adviser review the final contract.

Warning signs

  • A quote without a site visit.
  • A scope that says only “daily cleaning”.
  • Licence or wage compliance offered by word of mouth but not in writing.
  • No named supervisor for your site.
  • A price that cannot be explained by hours, staff and supplies.
